To Nobel Peace Prize Committee


To Nobel Peace Prize Committee Public Association for "Protection of Rights of Migrants and Internally Displaced Persons in Azerbaijan" on behalf of more than million population of refugees and IDPs of the Azerbaijan Republic, referring to You in the days of the anniversary of the massacre in Baku on 20 January, requests to reconsider the decision of your Committee from October 1990 about award of the Nobel Peace Prize to ex-president of the former USSR, Mikhail Sergeyevich Gorbachev, "for his leading role in the peace process which today characterizes important parts of the international community" as inconsistent to Nobel will. We are quite sure that for the actions, M. Gorbachev not only worthy of this award, and harm the name and honor of this high award, as a whole authority of your Committee. Because this person is more guilty of military escalation and bloodshed than the defender of the world. In our opinion, even one of the following as an example of the facts is a sufficient basis for depriving M. Gorbachev's Nobel Peace Prize.

As a result of M.S. Gorbachev's order about brought of troops in Baku and other cities of Azerbaijan, as opposed to the Constitution of the USSR and the Azerbaijan SSR and the requirements of relevant international legal certificates and the use of weapons against the population, who stood in a peaceful struggle for freedom and independence, the country's capital and other cities were brutally killed 170 people, most of whom were women, children, old people, dozens of people injured, missing, more than 700 people were arrested, and citizens of the country suffered huge material and moral damage. The perpetrator of the Armenian-Azerbaijani war between the two neighboring countries, which resulted from the ongoing Armenian aggressive policy aimed on tearing away of Nagorno-Karabakh - the historical territory of Azerbaijan and led to the deaths of over 20 thousand, wounded, missing, trapping hundreds of thousands of people, spray damage in the country over $ 60 billion, is also precisely Gorbachev.
Except Azerbaijan, M. Gorbachev as the person leading the country, also bears direct responsibility for incidents in Vilnius, Tbilisi, the Chechen Republic, Tajikistan, Abkhazia and Ossetia which have led to numerous human losses.
To Nobel Peace Prize Committee Even if armed forces of the former Soviet Union would create these incidents with human losses without M. Gorbachev 's order, according to norms of international law he bears responsibility for an assumption to the country he led bloody cases or the loyal relation to them, for not carrying out of any investigatory actions and not punishment of guilty persons.
We consider that above-listed and directed against the people of the former USSR, all mankind, the peace and safety in the world bloody events give every reason for a rising of criminal case against M. Gorbachev. Giving of such high award as the Nobel Peace Prize to the owner of similar act is inadmissible. On the contrary, being the perpetrator of destruction of many people, M. Gorbachev should appear before the international court and to be punished.
We urge You to reconsider the decision accepted 22 years ago and to take appropriate measures in a direction of deprivation of M. Gorbachev of your award.
