Armenia would answer the European Court

Voice of Karabakh # 85(2)Already two decades continues artificially conflict created between Armenia and Azerbaijan with a view of tearing away from last its historical part - Nagorno-Karabakh (NK).
As a result of carried out in the late 1980s and early 1990s, the process of ethnic cleansing in Armenia and NK and the kindling of an undeclared Armenian-Azerbaijan war Azerbaijan has suffered enormous material and moral damages, one-fifth of its territory was occupied, and to this day remains under enemy control, killing over 20.000 citizens of the country. Lately the country-invader has achieved that the conflict remained unresolved, and it is as much as possible could benefit from this, from the looting of abundant aerial and underground riches of the region and ending with the production and marketing of drugs. But this is only some part caused by damage to the infinite, the individual elements of which are sometimes overlooked or not noticed from relevant international organizations. For example, such as vandalism is against Armenian cemeteries, historical, cultural, religious, architectural, natural monuments or their armenization.
Voice of Karabakh # 85(2)As is already known throughout the world, the Armenians a mass order have destroyed in the occupied zone many ancient rock paintings, gravestones and monuments, mounds belonging to primitive period, stone shapes, stones, depicting a variety of designs, drawings, and unparalleled in its architectural form cyclopean monuments such as mosques, tombs, water mills, and architectural monuments of Albanian period - cells, the basilica and monastery were external changes and armenization. It is enough to notice that in the occupied territories destroyed about 800 cemeteries of historical importance to the archaeological point of view, hundreds of expensive headstones were removed to an unknown direction.
All this was discussed at the event organized by the Public Association "Organization of the Protection of Historical and Cultural Monuments in the Occupied Territories of Azerbaijan." Note that the given action is at the same time was of the nature of reporting on the project "Raising a lawsuit against Armenia in the European Court of Human Rights (ECHR) regarding the restoration of property rights of the citizens of Azerbaijan, the victims of Armenian aggression" carried out by financial support of the Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan.
Addressing with the opening speech chairman of PA Faik Ismailov told about the work done in connection with the implementation of the project. He, in particular said: "Our repeated appeals to international organizations demanding to prevent illegal actions of the Armenians, not complying with international conventions, have yielded no results, and we decided to go to the European Court". Further F. Ismailov said that the facts taken by the Armenian vandalism against cultural, historical and religious monuments of Azerbaijan to the ECHR filed eight lawsuits. By the way remember that it is estimated that in the occupied Azerbaijani territories, there were over 2.500 monuments.
The list on the given case of monuments which have suffered from the Armenian vandalism included Agdam Juma mosque, built by Karbalayi Sefihan Garabagi in 1868-1870 years, Shakhbulag fortress, built in 1750-1752 years by Karabakh khan Panahali, Ganjasarsky monastery, constructed by Albanian tsar Hasan Jalal Delya in Kalbajar in 1216-1238 years, a historical museum of Kalbajar region with 30 thousand rare museum pieces, created in 1980, the Agoglan monastery in Lachin relating to the IX century, Lachin history museum from 5 thousands of rare museum exhibits, Yukhari Gevharaga mosque built in Shusha in 1883-1884, and the Ashagi Gevharaga mosque, built in 1832 in Shusha by Karbalayi S. Garabagi.
Lawyers in the case of Sadiq Bagirov and Nemat Heydarov informed about the process of preparing for the lawsuit, the problems encountered during the work and undertaken by them measures for their elimination. "When submitting claims, we referred to the legislation in the field of intellectual property on historic and cultural monuments, as well as the rights of citizens to own a national asset. At the same time we were founded upon the 37th article of the Convention on the protection of cultural and historical monuments", - said Bagirov.
Speakers at the event, Ali Jafarov, chairman of Public Association "Protection of national-cultural values", Nadir Abdullayev, professor, chairman of Public Association "Protection the Rights of Migrants and Internally Displaced Persons in Azerbaijan", Gadir Nasirov, editor of “Golos Karabaxa” – “Voice of Karabakh” newspaper, Nazim Tapdigoglu, candidate of historical science, researcher, chairman of the Public Association “Social Welfare and Research of Azerbaijan”, Ekrem Beydemirli and others have mentioned many facts of the Armenian vandalism of historic sites of national dignity of the Azerbaijani people, Armenian policy on illegal settlement of occupied territories, change of names of settlements and districts, etc.
Thus, Armenia would answer for their vandalism actions to the European Court, and this is only the beginning of such legal processes...

B. Fasie’s late confession
and Armenians’ offence on their older brother

Voice of Karabakh # 85(2)The containing of the co-chairs of the OSCE Minsk Group was changed related with 19 years history of the existing of the organization although the changes didn’t make any movement in the negotiation process over regulation of Armenian-Azerbaijani conflict.
And the time of the next changes in the structure of MG has appeared: now the co-chair of France Mr. Bernar Fasie gives his responsibilities in MG to Jak Phor.
In the beginning of December there was organized a round table over the topic “The conflict between Armenia and Azerbaijan, the forgotten conflict” and “French co-chair of the OSCE Minsk Group” in the French Senate with the initiative of the embassy of Azerbaijan. It was touched the activity of the OSCE MG and role of the French co-chair at the gathering.
Bernar Fasie – the co-chair of OSCE MG from France, making a speech at the meeting, informed about the present activity of MG, about initiatives which were made by this structure on the way of regulation of the conflict, also about the problems and difficulty related with the underlined process. B. Fasie noted that although the Group started its activity in May, 1994 (but it was organized in 1992 – edi.), the most important working was realized after 1997. He noted that the Group worked on and prepared several documents during the past time and underlined that “each version of the document which is on the table now, has worked on by them since 2005”. Touching the first success of the Group about the working on “documents” which hadn’t any meaning, he underlined that it was wrong to accuse MG on non-activity: “We can’t make the sides adopt the decisive option. The sides should have agreement between themselves, we haven’t to help them about this. Our present task is not to let restoration of war. The war can start again in any moment in the condition of existence of “status-quo”. Yes, it’s true, Mr. Phase, you can’t make the sides make any decision. But, at first, you had to openly state and show to the world community who was guilty in kindling of the conflict, who was the occupier and who the sufferer, whom Nagorno-Karabakh and the territories under occupation belonged to in real. And, secondly, it is asked that if the sides could make any agreement themselves, then why the MG was needed for?
During his speech the former co-chair made his late confession: “Of course, I understand very well the pain of Azerbaijan, lands of this country were occupied. As French, I know very well what the occupation is”. It is very interesting why Mr. Fasie didn’t make such confession about the clear fact during his 6-years-longing activity as a co-chair? Besides, there weren’t sounded any phrase like “lands of this country were occupied” in his speeches but we heard pro-Armenian and anti-Azerbaijani views very often. Was he afraid of Armenian attack, were there other secret factors of avaricious character or did he defend his country’s position blindly? But in the condition of the last version, according to common logic, he hadn’t to talk so now too. Concretely, we can make such result from here: Mr. Fasie during his whole activity as the co-chair in OSCE MG played the before-screened pro-Armenian role and only now when the time appeared to leave this post, his “honor waked up”.
Voice of Karabakh # 85(2)Also, it seems the Armenian side got angry of such “behavior” of its old friend. So, according to mass media, the Armenian diaspora in France protested against the underlined speech of Bernar Fasie related with Nagorno-Karabakh. One of the leading organizations of the Armenian diaspora in France – the committee “Ay Dat” – made sudden protest against the speech of the former co-chair. It was said at the statement of the committee that Fasie had wrong position in his statements about Nagorno-Karabakh conflict and that’s why, the leadership of France had to elucidate the question. It is informed that the representatives of “Ay Dat” visited the Ministry of Foreign Affairs of France related with the mentioned problem and required meeting with the minister for foreign affairs of France Alen Guipe for elucidation of the problem which caused anxiety and angriness of the Armenian community. In all cases, it stays clear for us that any changes in the structure of MG won’t result with any significant change in the negotiation process, and of course, they won’t have the needed aim before themselves. And these measures are just political-cosmetic show directed to creation of the view of attempt and artificial longing of the process






The myth about creation of the third Armenian republic
in the occupied territories of Azerbaijan

Voice of Karabakh # 85(2)During the whole history of its existing this nation desired others’ property, changed its character often for appropriation of everything foreign and especially others’ lands, lived thanks to others e. t. c. The underlined moment of parasitism of Armenians always changed into national character and today it is in their blood and it increases. Thanks to the mentioned detail of Armenians’ character, the present Armenia was established at the historical territories of Azerbaijan enlarging its borders as the result of appropriation of foreign lands time by time. In eighties of the previous century the appropriation appetite of Armenia again woke up and under the name of “self-definition of the nation of Nagorno-Karabakh” (NK), it started the invading war against neighbor Azerbaijan, which as the result occupied one fifth part of its territory with the help of soviet (Russian) army. And now when the world community tries to solve Armenian-Azerbaijani conflict and stabilize situation in the region, Armenia, not considering any international norm including four resolutions of Security Council of the UN adopted in 1993, doesn’t think about liberating the occupied Azerbaijani lands, on the contrary, she tries to appropriate them: settles in these territories, changes native calling of the habituated points, armeniazates all historical Voice of Karabakh # 85(2)Azerbaijani monuments, tries to build cities there, even create a new – third Armenian state at the territories of Azerbaijan. Now Armenians often exaggerates the problem about creation of so called “Agvank republic” with center Lachin at the western part of Azerbaijan which they have already could rename into Berdzor. As we informed in the previous edition of our newspaper, Grigory Ayvazyan – former citizen of Baku has informed about this plan recently stating himself as the leader of the organization “Assembly of Azerbaijani Armenians”. By the way, this unpleasant Baku citizen who grew up with the bread-salt of Azerbaijan, was so shameless that even after his all dirty, negative behavior which the whole world community couldn’t remove, wanted to turn back to Baku and become candidate for being deputy in the parliament of the republic. And it’s not the all.
Pay attention to the stupidity done by this psychopath: “We must ask the powers of Nagorno-Karabakh that they gave us the liberated territories of Western Karabakh that we could create there an independent country – Armenian republic of Agvanak… Delegation of European Council supported the wish of the community about creating the independent state Armenian republic of Agvanak. This is also a signal for Azerbaijan that the liberated territories around Karabakh will never be returned”, - he noted and threatened: “In the case of restoration of the military activities, the army of NKR will liberate Armenian Baku. If the Azerbaijani Armenians can’t return to their territories, then any Azerbaijani man won’t be able to turn back to the liberated territories around Karabakh (he doesn’t remember of thousands of Azerbaijanis who were driven out Armenia – G. Z.) In the future the new republic can be joined to NKR or Armenia according to referendum and 1 billion Armenians who had left Azerbaijan would live there”. You see, how easily the number of Armenians who had left Baku increased till one billion from three hundred thousand? It looks like how some hundred thousand Armenians who died in the beginning of the XX century, raised to 2 billion.
No wonder that similar stupid persons as G. Ayvazyan are many in Armenia. “Armenians were state-builder nation in the Soviet Azerbaijan”, - the politician, doctor of philosophy sciences, professor of Erevan state university Alexander Manasyan said. Is there any need to comment this absurd? And the newspaper “Voice of Armenia” has recently informed about publishing of “the fundamental work” of any Vardges Shagilyan “Shamakhi: Sagiyan and sagiyanians”.
And here’s the underlined newspaper touches “the historical fact” from the above-mentioned book: “Part of territories of the present Azerbaijani Republic between the Caucasus Mountains and Kur River are territories of the historical Agvank. Armenians lived here from the very ancient times”. And Shamakhi also was “historical motherland of Armenians and they want to “liberate” it too”. If we combine the wishes of Armenians settled in Caucasus in the XIX-XX centuries with the help of Russia from Iran and Turkey, then it stays clear that Armenia wasn’t created in the territories of Azerbaijan, but the second was created in the territories of the first.
Voice of Karabakh # 85(2)To speak fairly, even among Armenians there are some people who immediately protest against such psychopath shallows. For example, we can show the members of the civil society “Refugees and international law” who asked the Armenian community not to believe in such provocations. But there are still ayvazyans, shagilyans, kocharyans, sarkisyans, balayans…
And that’s why it is necessary to talk with Armenians in their language.

Voice of Karabakh # 85(2)Through the existence of Soviet empire also, Armenia did not refuse of its intentions and by support of people of Armenian origin in Moscow’s leadership continued its policy of aggression. Under various pretexts Armenia succeeded to capture other lands also, including such as territories of Geyche and Dilijan in 1922, 9 villages of Nakhchyvan in 1923, Mehri in 1929, parts of villages of Sadarak and Kerki in 1938, summer pastures Garagel in Lachyn region in 1969, Chayzemi in Gubadly region, Kemerli in Gazakh region, part of territory with gold deposits of Zod field in Kelbajar region, summer pasture Injedere in 1982, part of villages Kemerli, Aslanbeyli and Gaymagly of Gazakh region and in 1986 the 2500 ha of pasture lands in Gazakh region. Every attempt of Azerbaijani to resist the process was firmly stopped by Moscow leadership. Azerbaijani, who strived for defense of their own lands, were blamed in nationalism, in opposing principles of “proletarian internationalism” stating that within the limits of one country, i.e. within the Soviet empire, it is not of special value who would control the territories. This was a continuation of the policy of spreading of “Armenianity and Christianity” openly conducted by tsarist Russia under the new slogan of “proletarian internationalism”.
In 1920-1930-ies Armenians behaved carefully and avoided any provocative actions in Daglyg Garabagh. This was because the issue of “Daglyg Garabagh autonomy” had not been accepted by community and even communist leadership of Azerbaijan from time to time doubted in correctness of this decision. That is why during this period Armenians paid a special attention to strengthening of already happened “fact of autonomy”, to setting of this baseless decision in minds of people and tried to increase a number of Armenian population there. At the start of 30-ies the leadership in Moscow created conditions favorable for immigration of Armenians from foreign countries, mainly from the Middle East and Balkans to South Caucasus. Various organizations of Armenian Diaspora organized this immigration and tried to increase number of Armenian population in those areas. Moscow used this campaign as a mean of propaganda. This resettlement was not large-scaled and limited to several tens of thousand people. Part of them settled in Azerbaijan and in Garabagh in particular. Armenians arrived from abroad strengthened separatist movement in Daglyg Garabagh and fulfilled active organizing work.
After World War II, Armenians became more active in issue of Daglyg Garabagh. After a long cease Armenian Church took initiative. In June of 1945 in Echmiadzin (ancient Azerbaijani settlement “Uch kilse” – “Three churches”) they held a meeting with participation of religious activists, businessmen and artists from many countries of the world. Moscow aimed to use Armenian church in its own interests. The definite proposal of uniting of Soviet Armenia and “Turkish Armenia” was made at that meeting. Armenians pursued more serious goals and tried to totally restore the role of the church, which always was the spiritual leader and organizer of Armenian claims. And they succeeded in doing this. There was established a center, which coordinated activity of Armenians from around the globe, large sums of money were immediately transferred to account of the church and this process continued later. Starting from this date, territorial claims of Armenians and processes related to fabricated “genocide” were ruled by Echmiadzin church. It is not accidental that soon after restoration of activity of Armenian church the communist leadership of Armenia claimed territory of Daglyg Garabagh.

Saved lives of hundreds of people, and he himself was killed

Voice of Karabakh # 85(2)His soul was filled with love for the country and to the native people, and not by chance that in the battle against the Armenian militants and soul, heart, his whole being without hesitation he sacrificed for them...
Fizuli Salah oglu Rustamov was born December 25, 1965 in the Hyusanly village of Tartar district of Azerbaijan. Since childhood, fate hasn’t loved him: in the autumn of 1972, when a small Fizuli was 7 years, Armenians hit by a car of his father and mother, after which he and his two-year sister Figure have became an orphans. Grandparents of children on mother lived in the Khojaly settlement, they sheltered grandchildren orphans. After graduating from the village eight years of school, Fizuli began to work at first in vine-growing state farm, and then in the seed-growing station.
After demobilization from military service, which F.Rustamov has passed in the Ryazan city of Moscow region, he continued his career in Khojaly. In the end of 1989, when Armenian separatists and terrorists began to open the displacement of the Azerbaijan population of Nagorno-Karabakh (NK), accompanied by killings, tortures innocent people, burning their houses, Fizuli rose to defend their relatives and Native land. He became a member of the detachment of self-defense created in the Khojaly. By the end of the eighties the Armenians established a post near the Khojaly airport to establish control over an object in order to create conditions for the transfer of insurgents and various weapons from Armenia in NK. It was necessary to eliminate the given position. The group of 4 persons in which structure there was also Fizuli, has properly coped with the given operation. After this operation, Rustamov was arrested by the Armenians, who have brutally beaten him, so much so that it was necessary to take him to hospital in Shusha. After a comparative recuperate, the Armenians still three months was kept him in prison. Only after proof on court of the fact of tortures in prison, Fizuli has been liberated. And with weapons in hand, continued his relentless fight against the Armenian armed militants as a scout unit of self-defense.
Conditions round Khojaly worsened not daily, and hourly. A peak of tension was the events on the night of 25th to 26th February 1992, when Armenian armed forces together with the 362nd Russian motorized infantry regiment was surrounded and destroyed the entire city. Along with fierce resistance by enemy forces, Fizuli could help residents of the city to save the townsmen life from imminent death. According to the testimony of survivors of Khojaly, this night he is exposed to real danger, he returned three times in Khojaly and saved the lives of more than 400 residents, escorting them through the woods to the Shelley village of Aghdam district. Unfortunately, this fearless man who has saved the lives of hundreds of people at the last moment he was killed by enemy bullets, hit right in his neck. Fizuli was taken to the Central Hospital of Aghdam, but it was too late: his wound was too deep, and he lost a lot of blood.
He was unmarried...
For bravery and courage worthy of fulfilling his duty to the Motherland, shown at protecting the territorial integrity of Azerbaijan, Armenia in the fight against the invaders and, in particular, during the rescue of the civilian population during Khojaly genocide, by the decree of the President of Azerbaijan, on February 25, 1997, Fizuli Salah oglu Rustamov was posthumously conferred the honorary title of the National Hero of Azerbaijan.

Restoration of territorial integrity of Azerbaijan
- a priority issue of Turkish foreign policy


Voice of Karabakh # 85(2)Friendly, more fraternal relations between Turkey and Azerbaijan - is not some artificially generated concept, the proximity of these countries and peoples are rooted in the great historical depth. Real and logical basis of this relationship is also a factor of national uniformity of Turks and Azerbaijanis.
The inviolability of the political, economic, social and public relations between these two countries proceed from the above-stated factors and confirmed by the history of how this would not irritate the proximity of blood and representatives of other ethnic groups and did not cause them a sense of jealousy and envy.
Since the beginning of the Armenian-Azerbaijani conflict, Turkey and the Turks, as well as always, show solidarity with Azerbaijan and Azerbaijanis at the highest level, not in words but in the particular case. Enough to use as an example the signing of bilateral Turkish-Azerbaijani agreements on political, economic, military, cultural co-operation with one hand and the other - the closure of its Turkish-Armenian border in its politico-economic damages, and in spite of strong pressure from some pro-Armenian minded countries and international organizations. Such a situation, and to this day remains unchanged. Even signed last year between Turkey and Armenia with the participation of responsible persons of the great powers Zurich protocols, which included steps towards opening the borders and the resumption of political and economic ties between the two countries, remained unratified. And just because of the continuation of the occupation policy of Armenia against Azerbaijan.
Voice of Karabakh # 85(2)And while the country-invader persistently remains on its destructive position, it is evident that changes, that proves to be true continuous statements of supervising persons of Turkey, beginning with president Abdullah Gul, prime minister Rajap Tayyip Erdogan, foreign affairs minister Ahmet Davutoglu and other state officials and ending, different party functionaries or private citizens of this country. More recently, this open and true position of the Turkish side has been demonstrated once again by other officials.
Thus, addressing the issue of Turkish-Armenian relations, Hulusi Kilic, Turkish Ambassador to Azerbaijan, at a press conference held recently in Baku, said: "Turkey will always support Azerbaijan’s position in Nagorno-Karabakh conflict settlement. For we are the supporters of justice. Turkey is ready to open its borders with Armenia, but it is necessary to fulfill certain conditions. If these conditions are not fulfilled, the relations are out of the question." It is clear that there are two conditions: Armenia must end the occupation of Azerbaijani lands and to renounce its claims to Turkey in connection with the far-fetched "Armenian genocide".
Jamil Cicek, chairman of Turkish Grand National Assembly (TGNA), in a recent statement said: “Today the most important problem is the occupation of one-fifth of Azerbaijani lands by Armenia. Million Azerbaijanis lives in conditions of refugees and internally displaced persons; Armenia committed crimes against humanity in the occupied territories. Rejoining of the occupied territories to Azerbaijan and return of refugees and internally displaced persons to their homelands is one of our main goals”.
Voice of Karabakh # 85(2)Continuing, chairman of the TGNA is underlined: “Turkey would continue supporting of Azerbaijan to restore its territorial integrity. Ensuring the rights of Azerbaijan in Nagorno Karabakh is a priority of the Turkey’s foreign policy. The Nagorno Karabakh conflict is the biggest threat to peace and stability in the Caucasus. We call all countries and international organizations to put an end to unjust occupation by Armenia”. "He noted that Serzh Sarkisyan, today’s president of Armenia, participated in the killings of innocent citizens of Azerbaijan and the occupation of the territories of this country, than he admitted.
At the conference, "Relations between Azerbaijan and Turkey in the 20th year of independence", held in Erzurum, Haluk Ipek, Secretary General of Turkey’s ruling Justice and Development Party (AKP) has declared: “As Secretary General of Turkey’s ruling party I want to say the following. Armenia has violated Azerbaijan’s territorial integrity and occupied 20 percent of its territories, the occupation continues. The organizations like UN and NATO see Armenia as an aggressor. Turkey closed the borders with Armenia because of the occupation of Azerbaijani territories by this country. Turkey will not open borders with Armenia as long as the occupation of Karabakh continues”. Referring to his recent meeting with U.S. Ambassador to Turkey, H. Ipek said: "I told him that 16-17 years ago Armenians committed massacre in Khojali, about 680 people were murdered. After the expulsion of people from their lands, Armenians occupied these lands. Duty of politicians - to solve the current problems".
Secretary General noted that Zengezur, which is Azerbaijan’s historical land, a Turkic place, is remained in the territory of Armenia. “This land, belonging to Yerevan khanate, is the territory of Azerbaijan. Currently, all historical works, monuments located in Armenia are destroyed by them. At the same time, historical Azerbaijani, Turkic monuments in Zangazur area too”.
AKP official also added: “The declaration of independence of Turkic republics 20 years ago caused concern of Europeans. Everyone is afraid of unification of the Turkic world. Therefore, the whole world does not respond to the Karabakh problem. 20% of territories of one state are under occupation, but the West remains silent, does not react”.
The leader of the Nationalist Movement Party (NMP) Devlet Bahceli urged Armenia to liberate the occupied Azerbaijani lands: "If Armenia has a little bit of pride and honor, before talking about fictional “genocide” issue, has to apologize for the genocide committed while occupying our lands, for terrible events committed in Khojali and abdicate from occupations and their claims on our territories. Without stopping the horrors and crimes of Armenia in Nagorno-Karabakh, without demand from the country's payments for these horrors without end of the occupation, our nation can not be taken any discussion on normalization of Armenian-Turkish relations".
Indeed, the fraternal Turkey always has been, is and will be close to Azerbaijan, in its happy and bad days. Azerbaijan is also always attached to friendly and brotherly relations with Turkey. And hardly anyone will be able to sow discord between the two brotherly countries and peoples.
